Sorry, not Russian, but a good guess anyway view the unusual lines.
She is from the New World (not USA). Built as amphibian. but I understand that she only flew as land plane with the u/c in fixed position.
Lycoming O-320 engine and first flight 1984.
 
This mystery plane is the Walker Skyfib by Gerry Walker (Canada, BC at the time).
Registration C-GQCD. Regi canceled 13 November 1990. This is only photo I have ever seen.

Could this be the Kjolseth (Kjølseth) X2 (PK X2) from Norway, a design of Lt.Col. Paul Kjolseth of the Royal Norwegian AF?
 
Thank you giruXX:encouragement:. Any idea why the name/designation Kjeller is used (also for the earlier PKX1 piston engine heli)?

For next challenge the jury accepts 2 names/designations (the aircraft apparently had 2, before and after modifications were made).

That is her. I understand she was originally built in 1949 as the Quentin-Lamette QL-6-2.
Regi F-PEPY and 40hp Beaussier 4B-02 engine.
