Actually, it's worse than that!
The Disney artists had crews film humans... dancing, jumping, running... and drew animal characters over those film cells.
And if a dance routine was needed again, they would save time and trace the old routines... as the human motions haven't changed since they last did it.
It's called animation.

Regardless of the technicalities involved, if an audience is entertained and the movie produces an enjoyable experience - it's a successful production.
Its called Rotoscoping and the basic idea has been aound for a long time even before moving pictures.
If Walt did just reuse old footage for the new stories then he was using another very important tool....

Remeber there are only 7 original Plots to any story so every thing has already been done before. Even before Walt.
