It was taken at the 1924 World Scout Jamboree. The campfire has just been lit in the distance and several troops are working together to get the world's largest wiener over to the fire so that it can be cooked ready for the campfire sing-along.

It was taken during the eruption of Mount Vesuvius when the German airship 'Blimpenfurter 1' had to make an emergency landing to avoid the ash cloud.
 
I googled 'blimp atomic bomb'. Note that for the search there were no quotes. I searched images, and this was on the first page.
