Issue with Patcvh 3.1 and 3.1a

Need to reinstall CFS3. When I go to the usual Microsoft CFS3 downloads section for these patches, I am redirected to a Direct X page.

Where does one get the patches now? Help, please.
 
Don't click on the bit that says "To get the latest version of Microsoft DirectX, please go to http://www.microsoft.com/directx"

Scroll down to get the update patch link, to where it says:-

DOWNLOAD NOW English 4.2MB
DOWNLOAD NOW French 4.2MB
DOWNLOAD NOW German 4.2MB
DOWNLOAD NOW Italian 4.2MB
DOWNLOAD NOW Japanese 5.1MB
DOWNLOAD NOW Spanish 4.2MB
