Think a lot of teams over the years have asked themselves why it never worked out, no matter what they tried.
BMW still can't believe their F1 team didn't shape up - it had all the ingredients, but just never lit up.
F1 really is a team sport...sure you need a really good driver to cap all the effort, but these guys employ 300 - 400 people to make the thing fly.
It all just adds up.

They're completely different teams - RBR started as Jaguar, Toro Rosso as Minardi.
Now quite independent: different designer, different chassis, Ferrari vs Renault engine.
Red Bull was just hedging its bets back then - Vettel in Toro Rosso was beating RBR at one point.
When Adrian Newey did RB5 in 2009, Vettel came over to join Webber and they had a winner.
As an aside: RBR obviously have something they do not want anyone to see.
When Vettel broke the car, there was panic at RBR as they scrambled to cover up the (now exposed) innards with tarpaulins.
The chief of engineering was seen walking down the pit lane with bits of the car that he would not let marshals carry.
Once back in the pit, there were screens erected so no-one could see in.
Interestingly one of the FIA technical inspectors was in there like a shot, and managed a good look!

Newey used to head a design bureau that sold their designs to both RBR and STR but the FIA put an end to that. Now both teams need to design their own cars.
And RBR has a much larger budget than STR has, and two better drivers as well. I think Ricciardo will replace either Buemi or Alguersuari before the end of this season.

Ed, teams don't really employ a 'Designer', over the past ten years or so they have an Aerodynamics man, a Chassis man, Suspension and Gearbox specialists etc.
The days of a Patrick Head or a Harvey Poselthwaite or a Sergio Rinland are long gone, and while Newey (for example) is regarded as the 'Chief Engineer/Designer' he really is the concept man who specialises (in this case) as the Aerodynamics designer who delegates areas to the team of specialists.
RBR have an enormous budget and I while believe STR are funded well they are very much a 'Junior Team' and field a 'Starting Money Special'.
Let's face it, four cars get more points and 'TV' money than just two.
