They're completely different teams - RBR started as Jaguar, Toro Rosso as Minardi.
Now quite independent: different designer, different chassis, Ferrari vs Renault engine.
Red Bull was just hedging its bets back then - Vettel in Toro Rosso was beating RBR at one point.
When Adrian Newey did RB5 in 2009, Vettel came over to join Webber and they had a winner.
As an aside: RBR obviously have something they do not want anyone to see.
When Vettel broke the car, there was panic at RBR as they scrambled to cover up the (now exposed) innards with tarpaulins.
The chief of engineering was seen walking down the pit lane with bits of the car that he would not let marshals carry.
Once back in the pit, there were screens erected so no-one could see in.
Interestingly one of the FIA technical inspectors was in there like a shot, and managed a good look!
