Debrecen (LHDC) scenery Library base pack

I am a big fan of LHSimulations' Debrecen (Hungary) scenery. However, LHDC states that I need to have their Library base back installed for the scenery to work properly. The problem is that it is not available (that I can find) on their site, which is where you are directed to get it. Does anyone have, or know where this base pack can be found? Bill
