Team Outhouse "All Socked In" Weather Theme was created in 2009 as a training aid for the Sim-Outhouse Around the World Race Team. The intent was to provide the team with some guaranteed IFR weather to fly in and practice instrument approaches. This theme pretty much delivered on that Goal.
While I don't think the Team ever really benefited from this theme we did have hours of fun flying it online together.
This weather theme works in FS9 as well as FSX. It has not been tested in Prepar3D but I would assume it would work.
