Better to have it and not need it than need it and not have it.
RAM is probably the cheapest investment toward future upgrades.
But yes, ONLY works effectively if you run a 64bit OS.

If your budget will go to include the 16 go for it...
Also with RAM be careful to get what your Board will work with, for instance my Asus Rampage IV Formula is quad channeled so I have to get quad channel kits, however some kits are two duel kits together...
Also id check the QVL just to be on the safe side...
I will be installing on a 64bit OS
One more question, is Windows OEM only one user?
About OEM versions of Windows:
- OEM versions do not offer any free Microsoft direct support from Microsoft support personnel
- OEM licenses are tied to the very first computer you install and activate it on
- OEM versions allow all hardware upgrades except for an upgrade to a different model motherboard
- OEM versions cannot be used to directly upgrade from an older Windows operating system
