17 Years on forged license

So, he was promoted to "Captain" or Pilot in Charge. My question is....was he suppose to have it renewed on a regular basis and he just skipped that
part and forged his license?

Not sure about Transport Canada, but with the FAA one's pilot certificate (Pvt, Comm, ATP, etc.) does not expire. However, performing a Flight Review withing the preceding 24 calendar months is required to operate as PIC. In this case, if the pilot was FAA certified, he would have had many flight reviews. They are not "graded" and are not sent to the FAA. They are logbook entries. If the CFI giving the Flight Review did not check online with the FAA to verify this pilot's ATP, a forged ATP could be overlooked for years.

The only FAA certificate that actually expires, and could require retaking all testing and flight evaluation to get it back is the CFI (Certified Flight Instructor).
 
I would assume ACA tracks all license and medicals like mine and most US based airlines. Just watched a "Mentour Pilot" short YT vid and agree I can't see the public ever being in danger if he passed all his checkrides and line checks for 17 yrs. At every annual recurrent (training), all documents are checked to make sure type ratings and limitations are correct. We also have FAA inspectors that can and do ride the flightdeck jumpseat, again they always check our pilot credentials. Besides, if you can fly helicopters, you can pretty much fly anything!
