Usually, lotteries give you a choice on how you want the money.
He could probably get the full 232 million, spread out over 20 years, or a lump sum payout of around half that all at once. Then, Uncle Sam swoops in and takes their share (40%?), and all of a sudden that 232 million (actually 120 million) becomes 88 million.
At least, that's my theory.
