They may have the cooperation of 75% of internet service providers, but of that 75% the vast majority will cooperate by sending the pirates a slap on the wrist via e-mail telling them not to do it again.
I remember getting one from Pipex many moons ago for grabbing Ubuntu from a torrent. I'm sure you can imagine the irate telephone call that followed, and the immediate cancelling of my subscription.
