The reason it happens is because there are a large bundle of nerves at the base of the tail, by tickling the spot you actually stimulate a sexual response in the cat.

Some cats don't like it very much and will paw you away, others can't get enough of it (now you know why, you're actually giving your cat an orgasm).

Breeders sometimes stimulate this spot to "trick" the female cats physiological responses into thinking that she has bred to take her out of heat.

Unless you know for a fact, I'd still say it's on drugs. My old lady was a vet tech, and she said that's pretty standard for cats coming out of anaesthesia.
