How would one go about converting this to a BGL file so it can be placed as a static object?

You need the GUID (i use ModelconverterX for that purpose) and a XML file with the Model Data and placement data.

Gdavis101, Nils suggestion works like a charm. That is how I make my static battlewagon Missouri for Pearl Harbor. I certainly did not want her off running around the ocean.

I just used Instant Scenerys Tool to turn mdl to bgl. Worked like a charm.
