Browser speeds are slow loading-- help please

Hi everyone. I've been experiencing a problem with browsing speeds. I have a 5mb connection and download speeds are fine. Though I'm having issues browsing via any web browser I try. Pages are loading awfully slow I've deleted temporary internet files, browser cache, history (all gets deleted on closing), windows prefetch and temp folders etc..etc. Nothing helps.
...I've done scans with spybot and use Ccleaner daily and nothing out of the ordinary is ever found. I've manually saved the cookies I want to keep for the most frequent sites I go. I'm lost to why this is happening.

Browsers I've tried are all the latest versions.

Firefox
Opera
Internet Explorer
Google Chrome

I've went to the extent of turning off Windows firewall, and the firewall in the modem. I even went to the extent of of getting a new modem via the manufacturer and still it does not help.
....I also scanned with anti-virus software. But to no avail. Nothing seems to help.

My operating system is Windows XP Home 32bit/SP3

Is there anyone that has a suggestion to the issue?
 
I changed ISP this year and the new one is lickety split (for no more money!) But sometimes the Web is just plain slow on account of the amount of traffic - it is almost Christmas and online sales are very busy right now. The prospects for Christmas and Boxing Days are usually treacle-like - lots of new kit getting connected for the first time.

Is it still slow at 5am? And do you have any new software checking online for updates every four seconds?
 
I had this trouble about a month ago. I got tired of it as I did all mentioned above, and did a complete reformat. Things were fine for about a week and then went sour again. That time I deleted and scanned as mentioned above also and, all was good again for a short while. Then it went real sour and I haven't been able to resolve it since. As for the busy times of the internet I try to go with the flow due to the season. Problem is I feel what's going on is more in depth due to speeds not any better at any given time of day.

Upon attempt to scan with Fsecure I got an error. I'm stumped but will try again.

The 2nd scan worked. Although it come up with nothing. I tried flushing the DNS cache to see if that helped and, nope.

Any other suggestions?
