Can a failed Video Card cause BSOD?

My parents computer froze up this morning, and when they restarted it, there are vertical lines of varying colors, widths, and intervals on the screen. It boots up fine in safe-mode, and I was able to system restore. It still BSODs when I startup windows normally. I tried startup repair to no avail. I also removed and replaced video drivers at the prompting of windows help center.

They've got a cheap 7300 le in right now, and if it's the video card, I can pick one up for 45 bucks to replace it. I just want to be sure it is the video card acting up before I spend their money on parts.

any suggestions?

The bios runs off the mobo, not the vid card

Only when windows boots does the vid card service start ...
 
Those lines can indicate a terminal video card. The BSOD might be another clue, but it could also be caused by the Ram.

However, I'd say it's the card. Get that replacement.
 
Yep! I picked up a GeForce 210 popped it in, and that was the problem. +1000 cool points for the both of you.
