CR-1, Ford Tri-Motor: PSD Templates

I'm not seeing any layers when the PSD is opened. Is this a goof on Toms part?
The PSD's are one layer (shrug)
 
Considering what Tom created and the extremely low cost to get this excellent model, it surprises me no one has replied to this.
Maybe my contacting Tom directly will get the answer.
