Perhaps, but it is still a step in the right direction!
At least it gives the rightful owners a legal recourse to shut down these sites. It also puts the ISP's on firm notice that once it is shown to them that a website they host on their server is acting this way, they are obligated to pull the plug.
Next I would like to see the same done for spammers.
