Empty Weight vs Normal Loaded

I've been encountering aircraft specifications which give three weights, an empty weight, a normal loaded weight, and a max gross weight. Max gross is rather self-explanatory, but I'm unsure of what exactly the difference is between empty weight and normal weight. What items are included in the latter that aren't in the former? Is the difference the weight of all standard combat equipment installed vs. not, or is it all equipment plus full ammo, oil, and fuel and no external stores, or some other combination?

Check out Post #9 in this thread for a pretty good summary of the weights of a FW 190A.
In this case, what I listed as "Basic Airframe" would be the empty weight of the aircraft.

"Normal Loaded" weight may vary a bit depending what is considered the "Standard" load.
The US Navy often didn't list the full ammunition capacity of the machine guns or even all the guns themselves as part of the "Fighter Normal Load". To get that, you would have to be loaded to "Fighter Overload" condition because some of the armament was considered to be "Optional".
