Freeware gauge maker: pardon my ignorance

Folks: just a simple question: I make planes for FS9. I would like to see if there is a decent gauge making software that is somewhat user friendly for FS9 making gauges that can be used in virtual cockpits.

I know that the old-style FS9 gauges was the ".gau" files. Some of Mr. Ito's planes have these type of gauges in the VCs.

Is there a freeware that can allow me to accomplish this?
Gracias.

I'm not sure about a freeware tool, but it may be worth investing in FS Panel Edit, as it is pretty user friendly for making XML gauges, which can be used in 2D panels and VCs.
