Ck, your processor may be a little on the slow side (can it be overclocked a tad?) Regarding tweaks, I don't think Steam needs any tweaks as all the important ones have been done pre-download.

When you say Pentium dual core what specific processor..E6000 series, E8000 series? Also what video card do you have? Also you will have to overclock that a bit so what motherboard do you have. I still use my Q9650 overclocked to 4.2GHz and an GTX285 which runs FSX GOLD and STEAM just beautifully. Steam frame rates are higher almost 50 fps most slider full right.

Everything seems to work OK but I do notice it takes a long time to load to flight modes and also a long time to escape flight modes.

What affordable add-ons are suggested?
 
More details on your PC's spec are needed really to give decent advise.
If you don't know them Google for a program called Speccy, its freeware and will tell you all you need to know about you rig.
