If you look closely, you can see black bands around the owls "ankles"...so I think the owl is either in some sort of Bird of Prey exhibit or is owned by a keeper of birds of prey....

I just remembered a T-Shirt my brother had back in the late 70s....it had an Eagle diving down on a mouse...the mouse was flipping the "bird" to the Eagle...and the caption on the shirt said "Last Act of Defiance."
