which sim do you fly?
there are tools to do the job for each but the method differs according to the sim you are flying.
For FS9 (2004) centry of flight
you can use AFCAD version 2 to add
runways
taxiways
aprons
ramps
starting points
nav aids
ATC coms and more.

For adding non functional visual scenery (eyecandy) use something like Rwy12 ObjectPlacer v1.2 (its not the only option) there are librarys of hundreds of objects that can be placed with this tool,
or indeed using the M$ FS2004 [FONT=Arial, Arial, Helvetica]BGLComp SDK ( get it here)

For Fs2002 there is an older version of AFCAD to do the nonvisible airport facilities

But it does not add the visible componants of even these.
For visible scenery in FS2002 you need something like Airport 2.6 or FSSC.

I know nothimg about scenery for FSX but I suspect there is a microsoft sdk that will tell you all you need to know.
