Mostly by driving into his competition and vetoing his co driver choices.

One could also probably make a good argument that Vettel has never beat a strong team mate when there were no team orders....(Ricciardo/LeClerc..)
 
'Little Mickey' started throwing his weight around (aided by the poisonous Flavio!) in his third year(?) at Benneton, especially when the under rated Martin Brundle outraced him several times that season (1993).
Brundle wasn't as quick a qualifier but he was a decent racer.
From then on his team 'mates' were very average: Jos Verstappen, Johnny Herbert, Eddie Irvine, Barrichello and so on.
