How to set up Rise of Flight Server

Does anyone know how to set up a Rise of Flight server? So far all I have seen is that you need to open up ports 28000 - 28001 but mine is still not visible on the net.

I can't seem to find anything online and there are no West Coast servers for me in Oregon.

see if creating the net.cfg file works.
