Tough to say because Penske usually brings great race performance and at Indy, qualifying and racing are 2 different things.

The question is how much experience and race speed can Ed Carpenter Racing as a SMALL Chevy team bring to Rinus because the Penske and McLaren Chevy's should be strong...
 
IF the Andretti cars can join forces, draft a bit while saving fuel, they will be hard to beat I think.
But Rinus is still young and has a lot to learn. Qualifying fourth is already a great achievement IMHO.
