It's not much...

Got it to work. Had to resave it to 16-bit. Took three attempts as the first two attempts came out as black and white....which was sorta with the time period of GW3...but not very attractive as a back drop to colorful aircraft.

This is what happens when you have a dozen people writing code for a program. Texture bitmaps can be nearly any format except 24-bit. 2D panel bitmaps can be any uncompressed format - so 24-bit works but DXT3/1 doesn't! FS9 is a great Sim, but there's just so little standardization from one section to another!
 
Then you throw different operating systems, video cards, video drivers, monitors, sim settings, various enhancements, etc into the picture...and creating anything for a sim becomes a monumental task. I doubt that there are two people on this forum whose FS9 set up is identical. Which makes it tough for skinners....because what looks good on my system, with my settings, and with my enhancements may look like poo on your system, with your settings and your enhancements. Reflective skins really take this to extreme due to the number of environment maps out there. I know a lot of people use the one by BananaBob, I use one by a guy named Rick (that's all I can remember about the one I have). I have tried nearly a dozen different environment maps and like Rick's the most...so what I see when I am working on a reflective bare metal paint isn't necessarily what you or someone else sees on their computer.

It's enough to turn a fella's hair gray. Thankfully, my hair will be all gray in the next couple of years...and then I can stop stressing about this stuff so much LOL.
