My take on the bump and run tactic:
If you have the faster car and the car in front of you will not yield, then a bump to get his attention and if the driver of the slower car has any brains, he will yield. If not, then get him loose and go around him.
If you have a car that can stay with the car ahead of you, but you cannot gain on him, then intentionally bumping the car ahead to get it out of your way is wrecking someone in order to steal a position.
How do you tell the difference? That is sometimes the 64 million dollar question (used to be the 64 thousand dollar question, but with a devalued dollar and inflation, well, you know). Sometimes it's quite obvious what is happening on the track, sometimes not.
