Lockheed and Kawasaki P-3C Version 2.9 engine restart

Installed the Lockheed and Kawasaki P-3 C V 2.9 into FSX, looks nice
one problem, when you shut down the engines you can't push CTRL + E
to start them. So, how do you restart engines?, or was it suppose to be a cold
start?

I use FSX 64 bit with FSX/Acell.
 
I am looking for the window fix for this aircraft for fsx cant seem to find a working link since we are chatting about this plane not sure about the engines
