Everybody knows all these things, they just have 'better' and more immediately visible things to spend money on. I remember watching documentaries as a child where they spoke of impending destruction to NOLA upon it's next level four or five hurricane.

not exactly all alarmist media...but i think Katrina, Rita, Gustav and Ike have had alot to do with it..

Yep.... down there they need the barrier islands.... to help protect against shoreline erosion effects, lessen somewhat the storm surge and not to mention what it does to the native wildlife.
Man is of course to blame for this... build the dykes... and they killed off the sediments being delivered by the muddy Mississippi to help keep the barrier islands healthy.

The Louisiana marsh is the largest of its kind in the US. It is the fertile womb of the shrimp and seafood industry along the gulf coast.
Shrimp and other sea animals spawn in the safety of the marsh. The adults then move into the deeper water where they become food for larger fish and part of the eco-cycle of the area.
Louisiana's seafood industry is a major source of jobs for Louisiana residents and a provider of seafood through the US.
According to a good friend of mine, who also happens to be the director of the US government's wetland's research center and a PhD Biologist, after Katerina, an advisory board of scientists recommended that the Mississippi river levies below Belle Chase, LA (New Orleans) be abandoned and allow the river to take its course.
This was voted down by politicians because a few thousand families would eventually lose their land and the O&G industry would lose it offshore jumping off bases.

People want the forests to never burn, the shoreline to never change, and even our temperature and rainfall to never vary form year to year. Some are willing to spend trillions in the vain attempt too.
