Mega scenery earth question

I am helping a friend who has ran in to trouble with mega scenery earth Colorado for FSX. The textures are incomplete and filling with what looks like water instead of ground texture. As far as I can tell the sim is over taxing his system. Any ideas?
 
A couple of questions come to mind: Is this the only Mega Scenery Earth scenery he's running or does he have others that run fine and it's just this one. Also, what are his system specs. . .it's possible either his GPU is unable to handle it or there's something else about his system (available memory) that could be the culprit.
 
He only has mega scenery earth installed. I played with the ordering of the scenery a bit, and the graphics settings within FSX to see if that could help clear it up, but no dice so far. His systems is a C2D E8400 @ 3.0GHZ with 8GB of RAM, and a Nvidia 660ti with 2GB of memory on the card.
