Mission Editing - Wind

Hi everyone. I want to add wind to a mission and MB doesn't do it. I used to know how to do this, but it's been a long time. Can someone please explain what the variables are for the following section. Thanks.

wind_layers_num=0
wind_surface=609.60,0.00,0.00,0.00,0.00,0,0
