NET Framework 4 not installing

Just trying to install the Milvs F-4's after reinstalling FSX on a new HD, im having problems trying to install NET Framework 4, after the initial install screen, the install stops dead, ive try'd 2 versions, dotNetFx40-full-setup and dotNetFx40-full-x86-x64, neither of which want to play ball, ive also ran the dotnetx-cleanup tool after every attempt,
