The folks at the Central Identification Laboratory will certainly be able to confirm the ethnic identity and age of the skull. They are just about the best there is at forensic anthropology. Years ago I read a story about their efforts to identify the passengers and crew of a transport version B-24 that crashed in New Guinea, from bone fragments and personal effects found at the crash site. They were not able to positively ID every person by name but they were able to sort out sets of remains to account for everybody on the aircraft, and there were over two dozen people onboard. Very impressive.
