It was Talon (rip) that posted that in 2014 or 2015.

Any modern videocard should have no problem pulling CFS2 at everything (multisampling, supersampling, anisotropic filtering, v-sync...) maxed out.
My settings are attached. Sort of overkill on AA, but the game runs smoothly nevertheless (on GTX 1060).
