It's an "art exhibit". London artist, "Banksy" rented a business location and transformed it into a pet store from an alternate dimension called "The Village Pet Shop and Charcoal Grill" It features animatronics of animals in their "cooked" form, and other odd "pets". Thats where the picture of the old Tweety bird is from...about halfway through the video.
