According to the article, the guy was jumping from the mountain base. Evidently, the writer has no clue was BASE jumping means.

My parachute never has time to open when I jump from a mountain base either. I get about 6 inches off the ground, throw the drogue, and, bang - right back on the ground. Really sucks - I never understood the allure.
