Not long ago there was an article about some problems with Arlington Nat'l Cemetary ... something about bodies being buried double deep and improperly named headstones ...

Could it mean that they are not used any more? The people must be still alive, then.

These headstones may have been outdated stock, or removed from graves when a replacement was installed. I doubt very much that this is some sort of gruesome grave-recycling scandal like the Chicago cemetery story from last year.
