I installed the package US Carrier Groups Scenery P3D v4
Sensational, but there are some problems
What is the exact order?
The flattens should be above the rest. I downloaded the package, but not all the neccessary files yet. I had two gigs this weekend. Just got home.

The carriers don't move! You can land on the carriers but the catapults don't work! Eye candy addon, but crap for functionality.

I uninstalled this addon as it contributes nothing to my sim that I find important. Even with the flattens on top, the water comes through the deck of the ship. Nice try but no cigar.
