P3D Scenery Cfg layer numbers matching

gray eagle

SOH-CM-2025
Curious to know if the scenery number and the layer number supposed to match? I noticed that towards the bottom of my scenery cfg that the layer numbers didn't match the area number and so I
edited them so that they would match. ( P3D V3.4 )

[Area.002]
Title=Default Scenery
Local=Scenery\BASE
Layer=2
Active=TRUE
Required=TRUE

What is the purpose of the layer number?

Layer=2 is the scenery layer in the library.
Area.002 simply states that this is the 2nd entry into the cfg list.
Both number don't match if you add a scenery to the library and put in a layer number other than "1" while doing that.
