Pan view in external view?

I am having a really difficult time, getting external spot view panning with a hat switch in this sim. In P3D, it is a LOT easier. What the heck is the secret? This is nuts. I easily assigned up and down to the hat switch, but when I try going left or right, the view goes at a weird angle; not straight left or right. NC
