As there seems to be problems with downloading this package from the library here...I just uploaded the package to Flightsim.com. I can't remember what I called the zip when I uploaded it, so in a day or so go to Flightsim.com and do a search for either OBIO or Tim Dement.

BTW, the gauges and effects that you were uncertain as to their authors are as follows:

The RENO_FX gauges are by Jan Rosenberg.

The effects with "HB" in their names are by Hermann Boltz (Krazy).
