You have to wonder ... since T/W > 1, I suppose once you get it up on its tail, you can just cruise up, nice and slow, and put away the draggy bits at your leisure.
Perhaps a contingency for RTO?
 
I did a bit of research regarding the F/A-18. The reason is the speedbrake helps the nose of the aircraft to point upwards, hence increasing lift generated by the fuselage and the wings (AoA), because the speedbrake is located aft of center of gravity. In other words, it can be used to increase moment arm around the CoG instead of rudders, which are used for directional control during take-off.

I was waiting for the pilot to thread it through those street lights, roll wings level and put it back down on the highway. :icon_lol:
 
Sorry I have no video footage but back in the early 80's harriers from RAF Gutersloh used to do autobahn landings on the autobahn between Sennelarger and Bielefeld as part of major exercises, I was fortunate to have done med cover for some of these manovers and see first hand autobahn take of and landings, something you don't see every day and something that will no longer be seen now the harrier as been retired.
