I recently downloaded Thicko's IL-2 and inside the texture folder there are two files the likes of which I've never seen before. They are "$panel" and "$panel_1" (no quotes on either). Pardon my ignorance, but are these supposed to be renamed as there is no file extension? Also, could this have anything to do with some missing guages in the 2D panel?

The missing 2D gauges and the VC panel bmps are not related. The even though they don't have bmp extensions, VC bmps are what the mdl uses to paint and position the VC gauges. Most designers put them directly into mdl file itself, and others put them into the model's panel or texture folder as a design shortcut after the mdl design is set---it works fine either way.
Unzip the pack to a temp location and you'll find a folder named "Ilyushin_IL2-ns-37". Open it and drag the "Ilyushin_Il2-HC-37" folder to your CFS2 Aircraft folder. Drag the other three folders (scenedb, Obj_dp and gauges) to your main CFS2 folder and allow overwrites when asked.
