Problem downloading panel here at SOH

I'm only downloading 918 kb of this file, tried 4 different downloaders, anyone else have this problem, and know where I may find this file in its entirety?

OBIO will have to upload a copy of this once again, or someone else will have to dig it out of their archives. It appears that the download is corrupted.
