Bob, I have gimp installed and it causes no problems, I have looked up pixia and do not see any other reports of problems with CFS2 or any other Dx7 games. Try renaming the root folder of your defective install of CFS2. And then install a fresh copy. Do not add anything, just see if it misbehaves as well. If it does then something in windows is causing the problem. If you determine this is the case, you might be able to restore windows to the state it was before you installed gimp and pixia. You will have to search for system restore options for your OS I have only just aquired a Vista disk and have only run it a virtual machine so I don't know the exact procedure It usually involves booting with the CD and opting to repair a broken system.
Also try reinstalling or updating the driver for your graphics card.
If that dont fix it..and...
If you are really brave and have plenty of disk space maybe you could try creating a new partition and a fresh install of your operating system. Or if you are not so brave but have some spare cash maybe get a new hard drive and start a new install (OS and favorite games ) on that. But don't let frustration cloud your judgement. Take a break and come back to it when you feel calm and detached.
By the way turn the user account controls back on if your PC is connected to the net. Or you risk loosing control of your box.
