The NWS (if turned on) is controlled with rudder inputs. This is the default behaviour. Differential steering with an inoperable NWS counteracts any (accidential) rudder input to make you use brakes or asymmetric throttle.
Choppy SAS needle movement isn't in my domain. It's a 3D element and thus runs at framerate, so you might want to lock your frame rate to a sensible maximum (30 or 60 FPS).
