Brian is correct, its an international civil aviation organisation ruling, aeroplanes always have right of way,as even in this day and age, there are aeroplanes that don't have to carry radio. I also have my airport drivers permit.
The responsibility is with the vehicle driver to ensure it is clear to proceed.
