At first glance I thought this is an Alcor design but now I think this bird might come from Down Under.

Is that the Harkness + Hillier All Australian racer?
 
:applause:Indeed it is. As part of a PR stunt, they built the plane in a department store so the public could watch the progress. Once the designers realized they could not finish in time for the London-Melbourne race funding and interest dried up. Not sure what became of the airframe.
