This is too obvious. The earliest police observation helicopter - the Keystone cops are in the second car on the right......
 
One built. It managed a short hop before fading into history. The designer built a second model that was even more arcane.

No photo at Aerofiles (if the site is up).
 
With Aerofiles down currently, there is not much out there on this Keystone chopper. This is the Newbauer Strato Gyro.

How about a nice easy twin to right the ship?

Walter, you left the fatal clue - the reg in the bottom left-hand corner. Unscrupulous old b*****s like me just can't resist looking 'em up, and the whole ID fell into my lap.

Otherwise I would not have a clue......
