I'm nearly convinced this is a Bloch effort. Something related to the MB-70 or the MB-120 possibly. I think you got me anyways.

I'd better reveal - there don't seem to be any other pics that I can find - it is the Caudron C.180 at the 1930 Paris Salon.

Looks very familiar, but after seeing about umpteen radial biplanes on floats I'm not so sure anymore.. My first guess was either Czech or Nordic..
